Dalam meneliti, peneliti melakukan wawancara dengan informan dari Dinas Koperasi dan UMKM Kota Medan. Data dalam penelitian ini diperoleh melalui wawancara dengan masyarakat yang terdaftar sebagai pemilik Usaha Mikro, Kecil, dan Menengah di Kota Medan. Kemudian melakukan observasi, dokumentasi, studi kepustakaan di Dinas Koperasi dan UMKM Kota Medan untuk menjawab permasalahan penelitian.</span></span></p> <p><span style="vertical-align: inherit;"><span style="vertical-align: inherit;">Hasil temuan di lapangan, peneliti menyimpulkan bahwa kapasitas Dinas Koperasi dan UMKM Kota Medan dalam Digitalisasi UMKM di Kota Medan belum maksimal. Kegagalan tersebut dapat dilihat dari minimnya sumber daya manusia di Dinas Koperasi dan UMKM Kota Medan, belum memiliki sarana prasarana gedung pelatihan bagi UMKM, serta minimnya bantuan materiil kepada UMKM. The online passport application system is the Directorate General of Immigration's response to technological developments. The government, which prioritizes welfare and justice, also monitors the international inflow and outflow of citizens. The implementation of the Mobile Passport Application will be evaluated to assess its effectiveness in encouraging service accountability at the Batam City TPI Special Class I Immigration Office. This research aims to determine the effectiveness of implementing the Mobile Passport program in improving services at the Immigration Office.</em></p> <p><em>&nbsp;&nbsp;&nbsp;&nbsp; The method used in this research is descriptive research with a qualitative approach. Data collection used interview techniques, observation, documentation and literature. Qualitative data analysis using effectiveness indicators from Edi Sutrisno (2007), which includes program understanding, right on target, on time, achievement of goals, and real change.</em></p> <p><em>&nbsp;&nbsp;&nbsp;&nbsp; The results of this research show that there are two indicators that have not been implemented effectively, namely the program understanding indicator and the punctuality indicator. In understanding the program, obstacles are still found where the socialization carried out offline has not reached all levels of society, so that people who do not understand the registration procedures via the Mobile Passport application experience difficulties and failure in registering using the application. Meanwhile, the on-time indicator shows that the applied service schedule does not match the schedule provided directly at Customer Service, thus causing inconvenience for passport applicants. Apart from that, three other indicators, such as indicators on target, achievement of goals, and real changes, show a positive impact in encouraging service accountability at the Class I Special TPI Immigration Office in Batam City. In 2021, the Regent of Pakpak Bharat issued 1 (one) Regional Regulation called: Pakpak Bharat Regency Regional Regulation No. 9 of 2021 concerning the Master Plan for Regional Tourism Development for 2021-2025. The issuance of this Regional Regulation is certainly very important and is needed as a guide so that the implementation of tourism sector development is more focused and directed. This research aims to describe in detail the implementation of Regional Regulation No.9 of 2021 on ecotourism, especially ecotourism at the Lae Mbilulu waterfall in Prongil Village, Tinada District, Pakpak Bharat Regency.</p> <p>The research results did not show a significant increase, both in terms of budget and type of development. The real evidence is that many physical buildings are not well maintained, road access is damaged, there is no increase in the amount of local community involvement in management and the various supporting facilities that have been built are not functioning. After the special regional regulation was issued, the ecotourism development of Lae Mbilulu Waterfall was more consistent and increased both in quantity and quality, thus having an impact on increasing regional income and community welfare. Based on this, researchers are encouraged to try to explain the role of the Village Government in Empowering Farmer Groups in Wonosari Village, Tanjung Morawa District, Deli Serdang Regency. This research aims to determine the role of the village government as a regulator in empowering farmer groups, the role of the village government as a dynamist in empowering farmer groups, and determine the role of the village government as a facilitator in empowering farmer groups in Wonosari Village, Tanjung Morawa District, Deli Serdang Regency. The research method used in this research is descriptive research with a qualitative approach. Data collection was carried out using interview techniques, observation, documentation and literature. Data were analyzed qualitatively using a role theory approach by Labolo (regulative, dynamist, facilitator).The research results show that the Government's role in Empowering Farmer Groups in Wonosari Village, Tanjung Morawa District, Deli Serdang Regency has not been fully implemented optimally, this is seen from the aspect of the government as a regulator (1) rules/mechanisms, (2) government policies are not completely good. The government as a dynamist is (1) Socialization, (2) Mentoring, (3) Training, and (4) Field visits. Penelitian ini dilakukan untuk mengetahui bagaimana peran yang dilakukan kelompok tani Juma Uruk Ganjang dalam mensejahterahkan petani di desa kutarayat.</p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, data sekunder, dokumentasi dan studi pustaka. Selanjutnya penelitian ini menggunakan indikator peran menurut Rizz, House dan Lirtzman (dalam Pratina, 2013) berupa wewenang, tanggung jawab, kejelasan tujuan, dan cakupan pekerjaan. Selanjutnya, informan penelitian terdiri dari divisi-divisi yang ada di dalam Kelompok Tani Juma Uruk Ganjang, Kepala Desa Kutarayat, Anggota Kelompok Tani Juma Uruk Ganjang serta Petani Desa Kutarayat.</p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Hasil dari penelitian ini menunjukan bahwa Peran Kelompok Tani Juma Uruk Ganjang belum mampu untuk Mewujudkan Kesejahteraan Petani di Desa Kutarayat, hal ini dapat diukur melalui indikator peran menurut Rizz, House dan Lirtzman (dalam Pratina, 2013) dimana Kelompok Tani Juma Uruk Ganjang belum melaksanakan tanggung jawab penuh atas wewenang, melaksanakan tugas hingga program yang telah dikembangkan oleh Kelompok Tani Juma Uruk Ganjang, mulai dari pemenuhan subsidi pupuk dan bibit, pemberian pengetahuan, pelatihan, pemanfaatan teknologi, informasi pemasaran, sebagai unit produksi hingga melakukan kerjasama yang meluas guna memenuhi dan menyelesaikan setiap masalah yang dihadapi petani di Desa Kutarayat dalam mengelola lahan pertanian mereka.
