Abstract

The Regional Government Work Plan (RKPD) is a strategic document that serves as the annual development planning framework at the regional level in Indonesia. However, in recent years, the issuance of RKPD preparation guidelines by the Ministry of Home Affairs has consistently occurred after the completion or even formalization of RKPD documents by regional governments. This study aims to analyze the systemic implications of delayed guideline issuance on planning synchronization between central and regional governments. Using a qualitative policy analysis approach, this study examines regulatory timelines, institutional coordination patterns, and their impact on development planning effectiveness. The findings reveal that delays in guideline issuance result in inconsistencies in development priorities, misalignment of performance indicators, inefficiencies in budget allocation, and declining trust from regional governments toward central directives. These issues indicate structural weaknesses in intergovernmental coordination. This study proposes short-, medium-, and long-term policy reforms, including accelerated issuance schedules, inter-ministerial synchronization mechanisms, and the development of multi-year guideline frameworks. Strengthening these mechanisms is essential to ensure coherent and integrated national development planning.
