Abstract

The role of government is an absolute necessity in an organization, whether private or government organization, and is one of the main functions that must be carried out by the top leadership who is the leader of the organization. Based on this, researchers are encouraged to try to explain the role of the Village Government in Empowering Farmer Groups in Wonosari Village, Tanjung Morawa District, Deli Serdang Regency. This research aims to determine the role of the village government as a regulator in empowering farmer groups, the role of the village government as a dynamist in empowering farmer groups, and determine the role of the village government as a facilitator in empowering farmer groups in Wonosari Village, Tanjung Morawa District, Deli Serdang Regency. The research method used in this research is descriptive research with a qualitative approach. Data collection was carried out using interview techniques, observation, documentation and literature. Data were analyzed qualitatively using a role theory approach by Labolo (regulative, dynamist, facilitator).The research results show that the Government's role in Empowering Farmer Groups in Wonosari Village, Tanjung Morawa District, Deli Serdang Regency has not been fully implemented optimally, this is seen from the aspect of the government as a regulator (1) rules/mechanisms, (2) government policies are not completely good. The government as a dynamist is (1) Socialization, (2) Mentoring, (3) Training, and (4) Field visits. And the Government as a facilitator as a provider of superior seeds, fertilizer and production facilities has not been able to facilitate the farming community well.
