Abstract

The marine economy plays a strategic role in supporting sustainable development. Although the marine economy contributes significantly to economic growth, spatial disparities are manifested in the unevenness of utilization and performance of marine economy across different provinces in Indonesia. The lack of a standardized and comparable measurement framework at the subnational level constrains evidence-based policymaking. Therefore, this study aims to develop a comparable assessment of marine economic performance in coastal areas at the provincial level. Marine economic performance was assessed using Grey Relational Analysis that measures the proximity of provincial performance patterns to an ideal reference condition. This assessment was conducted on coastal provinces with high marine economic intensity, as previously identified through clustering analysis. Assessment of performance showed significant spatial and temporal heterogeneity. North Maluku, Bali, and Maluku were among the provinces that consistently maintained high performance levels, driven by effective and efficient resource utilization and also diversified economic structures. The results also show a complementary relationship between fisheries and marine tourism, where primary sectors support the development of tertiary sectors. The findings emphasize the importance of a spatially sensitive approach in evaluating marine-based economic systems, and the framework supports identification of regional priorities and advancement of sustainable development
