IMPLEMENTATION OF REGIONAL REGULATION NO 9 OF 2021 IN THE DEVELOPMENT OF ECOTOURISM IN PAKPAK BHARAT DISTRICT LAE MBILULU WATERFALL ECOTOURISM IN PRONGIL VILLAGE

Abstract

Ecotourism is a type of tourism that is widely available in the Pakpak Bharat Regency area, apart from other types of tourism such as cultural, historical and tourism. In 2021, the Regent of Pakpak Bharat issued 1 (one) Regional Regulation called: Pakpak Bharat Regency Regional Regulation No. 9 of 2021 concerning the Master Plan for Regional Tourism Development for 2021-2025. The issuance of this Regional Regulation is certainly very important and is needed as a guide so that the implementation of tourism sector development is more focused and directed. This research aims to describe in detail the implementation of Regional Regulation No.9 of 2021 on ecotourism, especially ecotourism at the Lae Mbilulu waterfall in Prongil Village, Tinada District, Pakpak Bharat Regency.

The research results did not show a significant increase, both in terms of budget and type of development. The real evidence is that many physical buildings are not well maintained, road access is damaged, there is no increase in the amount of local community involvement in management and the various supporting facilities that have been built are not functioning. After the special regional regulation was issued, the ecotourism development of Lae Mbilulu Waterfall was more consistent and increased both in quantity and quality, thus having an impact on increasing regional income and community welfare. For this reason, improvements need to be made in accordance with the demands of regional regulations that have been issued.
